Remarks

One construction, because there were three and they disagreed. Two built the host with ToUriComponent() and one did not, which is the whole difference between münchen.example.com and xn--mnchen-3ya.example.com — the same host, and not the same string to anything comparing them.

That mattered where a value derived from this URL is compared against one a client derived from the URL it dialled: a client-assertion audience, and a DPoP proof's htu. The client always has the wire form.
