Asked by the single logout endpoint when the sequence the request started has finished — on its first pass, when nobody
else is to be told or the request named no session here, else when the last partner has answered — for the provider that
asked, once the endpoint has found it can be posted to. Saml2SloResponseGenerator is the default;
AddSaml registers it unless a host registered its own first.
