Tells each client in the session, server to server, that the session has ended (OpenID Connect Back-Channel Logout 1.0).

The counterpart to front-channel logout, and needed for the cases the browser cannot serve: a client with no active browser session, one the user reached from a different browser, or a confidential client that keeps server-side state. Front-channel needs the user's browser to still be there; this does not.
