Finds the generator for a user code type (Duende's IUserCodeService).

Reshaped in 0.83.0 from a single GenerateUserCode() to Duende's lookup, because a client now chooses its
code type. A host that replaced the old interface to change the alphabet registers an
IUserCodeGenerator instead, under a type of its own or under one of
IdentityServerConstants.UserCodeTypes to replace this server's.
