Remarks

Static, because a meter and an activity source are identified to a collector by name rather than by instance: two hosts in one process are meant to write to the same instruments, and an IMeterFactory per host would give them two sets a dashboard then has to add up.

Nothing here has to be switched on. A meter nobody listens to costs an atomic increment, and an activity source with no listener does not even allocate one — so telemetry is present in every deployment and visible in the ones that ask for it, which is the opposite of how the event surface works and deliberately so.
