Decides whether a stored identity provider can be served, each time it is read.

Duende 8.0.1's seam, measured. It is asked by ValidatingIdentityProviderStore<T>, which the store
registrations put in front of a host's store; a provider it refuses is answered as no provider at all. A host
adds its own rules by registering its own implementation, or by deriving from the default one.
