Reads the scope values a request names into the scope each one asks for, and any parameter it carries.

Duende 8.0.1's IScopeParser, measured: what makes a parameterized scope possible — transaction:123 asking
for the transaction scope about transaction 123. The resource validator asks it first, checks each parsed name
against the client and the resource store, and keeps the raw value, so the value the client sent is the one granted,
consented to and carried in the tokens. Registered with AddScopeParser<T>(); the default parses nothing.
